Over 13,000 Signatures Submitted to Draft Bill Repealing Prostitution Law: Ending Discrimination, Upholding Dignity, and Ensuring Equal Rights.

  On February 6, 2025, at the Parliament, Khun. Naiyana Supapueng, a representative from the Service Workers in Group Foundation (SWING, Thailand), along with her team, submitted a draft bill to repeal the Prevention and Suppression of Prostitution Act B.E. 2539 (1996), accompanied by over 13,000 supporting signatures. The draft was presented to Khun. Wan Muhammad Normatha, Speaker of the House of Representatives, with Khun. Kampee Disthakorn, the Speakers spokesperson, receiving it on his behalf.

  Khun. Naiyana stated that the current law is discriminatory and unfair, as it deems sexual services as immoral and subjects them to strict regulation. Despite Thailands enforcement of the Prevention and Suppression of Prostitution Act B.E. 2539 (1996), the law has failed to reduce the prevalence of service work as intended. Instead, it has forced service workers to operate in secrecy, facing stigma, loss of dignity, and discrimination. Service workers are often treated unfairly by public healthcare providers due to negative biases and exploited by law enforcement through extortion and abuse, further violating their human rights.

  Even though the government claims that its measures strictly uphold the rights of those detained, the group proposed the draft bill to repeal the 1996 Act in order to decriminalize voluntary service work and ensure that service workers, as part of the economic labor force, can access equal rights and be treated with the same dignity and respect as workers in other professions.

  Khun. Kampee, the Speakers spokesperson, acknowledged the draft bill and stated that it would be reviewed through the legislative process. The draft, along with the supporting signatures, will be submitted to the Speaker for further consideration to ensure fair treatment for service workers.
